Papua New Guinea’s national Digital ID program is shifting gears, from concept to rollout. With the legal foundations falling into place through the Digital Government Act 2022, the National Digital ID Policy and Act (in draft), and the Data Governance & Data Protection Policy, the opportunity for businesses and government departments to transform their operations is real. In our previous article, we explored what’s in it for you, from faster KYC to reduced fraud and smoother onboarding.
But what comes next? How do organisations actually prepare for and implement Digital ID? This article outlines the key steps your organisation, whether in the public or private sector, should take to integrate Digital ID into your processes and systems.
Assign Executive Ownership
Digital ID adoption is not just an IT upgrade, it’s a business transformation. Assigning executive accountability is critical. Government departments may do this through their Chief Information Officer, while businesses should appoint a Digital ID Integration Lead or include it in the remit of a digital transformation team.
Understand Legal and Data Governance Requirements Make sure your organisation understands the rules around using Digital ID and handling personal information. This includes knowing how to keep data secure and making sure your systems and processes meet expected standards. If you’re collecting identity information or verifying people online, it’s important your team knows how to do it safely, fairly, and in line with national guidance.
Identify High-Impact Use Cases: Begin by mapping your core services and transactions to find where identity verification plays a role. Typical high-value use cases include:
- Customer onboarding (banking, telco, utilities)
- Payments and authorisations
- Employee credentialing and access management
- Regulatory reporting and AML/CTF compliance
- SIM registration and age verification
Integrate with the GovPNG Technology Stack: The Government’s Federated Secure Data Exchange and Technology Stack will act as the backbone for trusted identity interactions. Departments and large-scale private entities should prepare to:
- Register for access to secure APIs and authentication tools provided by DICT.
- Work with certified Digital ID providers for integration support.
- Upgrade legacy systems to accept tokenised or federated credentials.
Adapt Internal Processes and Workflows: Don’t treat Digital ID as just a plug-in. You’ll need to redesign workflows that involve identity. For example:
- Create digital consent-driven processes that work alongside manual KYC forms
- Embed real-time ID verification into web and mobile apps.
- Enable secure document signing or remote identity confirmation.
Build Internal Capacity and Awareness: You’ll need your people on board. This means:
- Training staff on how Digital ID works, and how it benefits customers and citizens.
- Working with your Risk team to ensure change happens within acceptable risk tolerances
- Establishing internal policies and escalation protocols for Digital ID verification issues.
- Educating the public and customers on how to use and trust the system.
Engage Early with DICT and Industry Partners: The Department of ICT encourages early engagement from both government agencies and businesses. Participating in pilot programs, contributing to technical working groups, and testing sandbox environments will help shape how the ecosystem evolves, and ensure your organisation is ready when Digital ID becomes mandatory for high-value transactions.
Final Thoughts
Digital ID is rapidly becoming essential infrastructure in PNG’s digital economy. The choice isn’t if your organisation should implement it, but how soon you will adapt.
Those who act early won’t just comply, they’ll gain:
- Lower costs
- Faster onboarding
- Reduced fraud
- A foundation for digital services and customer growth
